Currently Email category for Add employee gets trigerred as soon as employee record is added in system. We need to add this additional check in add employee routines & send notification logic to hold this email if all of classes for employee are without any valid values.
This same criteria in code will need to be applied for tour assignment via API call in order to hold tour notification email
