      Description

      1] Add a employee through TSR.
      ( Onboard tour having eligibility "Terminated" and Preboard tour is having eligibility "Active")
      2] Login with newly added employee.

      Actual Result:
      Employee is getting Onboarding tour first and after completing Onbaord he is getting preboard.
      Expected Result:
      Employee should get Preboard tour first.
