TSR Integration->Create Scheduler->Same email (login credentials and tour assignment) are received multiple times by employee after service execution

Environment - Azure
Company - Dev OB Integration

1] Add employee below employee to WT using API, assign classes and execute the "TourAssignmentNotificationsEmail" Service.

1] Edgar Erdila - Employment Date- 7/20/2017 (Assign Tours through API - 12, 13, 20 )
2] Ellyn Hill - Employment Date- 7/30/2017 (Assign Tours through API - 22, 12, 20 )

Actual Result:
Employee1 - Received Login credentials email two times.
Employee2 - Received Login and tour assignment 12 ,20 emails two times.
