TSR Integration->Manage Onboard Status->System eligible and already assigned tours are available for assignment

Today's date - 26 July 2017
Date of employment for employee added through API - 26 Aug 2017
All Preboard and Onboard window period is - 30 days
New Hire Waiting Period - 0 to 30 days from date of hire

(Above prerequisite is only one scenario, we have observed same issue though we have changed employment date to 10 Aug 2017)

Steps:
1] Add a employee through API.
2] Assign Onboard tour (TourID - 30 on LB)
3] Assign classes ro employee.
4] Navigate to "Manage Onboard Status" page.
5] Click on "Assign Tour" links for respective employee.
6] Observe the tours available for assignment.

Actual Result:
System eligible and already assigned tours are available for assignment.
Expected Result:
System eligible and already assigned tours should not be available for assignment.
