      Description

      On Azure, In SA login, below issues observed in Tour Builder while creating or editing a tour eligibility rule.
      Main Popup can be closed directly while other sub popup is open. This close button should be disabled till the sub popup is open.

            We have checked and found that all mentioned issues are an existing issues and this are not coming in Betterment task.

            I have checked this existing issue, However this is difficult to hide the parent popup closed
            button while opening the child popup due to System limitation.

            I have checked with other UI people's like "Vishal Yadav" and 'Ikram Dehlvi' but there is no way to hide this close button, That's why I am assigning this ticket back to you.

            Please look into this and close the ticket.
