          Verified this functionality by setting oe file due date on Company Level Template, Group Level Template(Same company), Group Level Templates (across company) with following scenarios

          1) setting Auto flip Flag YES, Blackout period flag YES and setting OE file due date
          2) Setting Auto flip flag NO ,setting Blackout Period flag YES and OE file due date
          3) Setting Auto flip flag YES Blackout Period flag to NO and setting OE file Due date
          4) Setting Auto flip flag NO Blackout Period flag to NO and setting OE file due date

          Current year Flags successfully changed to YES on OE file due date and Schedule start date successfully shifted to the first day of next financial year. Working as expected.
