TSR Integration>Manage Onbaord Status>Onboard tour assignment emails are triggered before date of employment, which is not case with "TourAssignmentNotificationsEmail" service

Company - CityOfLakeWorth

1] Add employee through API (Suppose date of employment is 1 Sept 2017)
2] Assign classes to this employee.
3] From Manage Onboard page assign a onboard tour to this employee.

Actual Result:
Tour assignment notification email is received by employee, but in same scenario if we execute TourAssignmentNotificationEmail service the onboard tour notification email is not sent to employee since the date of employment is 1 sept 2017 which is future date.
