      Description

      Azure, Long for HSPL

      This issue can be produced with below steps :
      1. Include I9 form in Pre-board tour on first step.
      2. In Employee login, start the tour and reach to last page.
      3. Through menu, select I-9 form.

      Actual Results: Back button displayed on I-9 form though it is fist form in tour.
      Expected Results: Back button should not be displayed.
