Concern:- UI - Softchoice - Admin Login - Spouse and child page is displaying some other text like Health Details and Education Information.
Cause:- No additional condition handled if section header has rights to visible and it has no controls under it.
Correction:- Handled in code, if section header has rights and there is no control under it, don't create section header.

Impacted Areas:- Company Admin/Employee Login.
Affected files:- CustomHelper.cs
