Azure- Functional - Any Company - Coordination of Benefits - System messages for CA and EE roles are not displayed

Prerequisite
1] Coordination of Benefits flag is marked YES for any one benefit
2] Coordination of Benefits page is added in EDS
3] System messages (EE and CA Roles) are set up on Coordination of Benefits form
Steps : Scenario 1
1. Log in as CA
2. Select any EE
3. go to Coordination of benefits page
4. Observe the page
Actual Result - Does not show System message and pop up message
