          Steps -

          1) Add New hire employee.
          2) Go to Basic Life Plan
Set plan design -> Dating Eligibility Rule as - Class wise Open Enrollment Effective Date Rules -> Jan 1 Current Year

Go to Enroll Now on New hire employee and observe Basic Life plan is not showing.

Now Change setting on plan design as
plan design -> Dating Eligibility Rule as - Class wise Open Enrollment Effective Date Rules -> Jan 1 Next Year

Go to Enroll Now on New hire employee and observe Basic Life plan is showing.

          Hi Hrishikesh Deshpande,

As Discussed this is existing system behavior.

Scenario one - (Class wise open enrollment effective date rule)
On dating eligibility selected specific date 1 JAN Current Year
plan will not visible to in open enrollment.

This is because plan level eligibility rule is higher priority than company level.
As in open enrollment effective date rule set to specific date selection from 1 JAN Next year i.e 1/1/2018 and as per dating eligibility rule on plan level 1 Jan Current year i.e 1/1/2017.
Because of above customization plan will not be visible in open enrollment.

scenario Two- (New Hire effective date rule)
We have done same above customization on company level and on plan level on dating eligibility
for new hire effective date rule we set specific date selection 1 JAN Current Year this also the same behavior for New hire open enrollment we will not see the plan under new hire open enrollment.

So it is working as per system behavior.

          Thanks,
          Harshawardhan.
