We changed his date of Birth - 06/01/1948 and run service
Step:-
1.login with EE
2.Start OE for 2017
3.Enrolled into Basic life - 45000 effective from 01/01/2017
4.Change his age
5.Run reduction service
Actual - Coverage reduction did not display in View Enrollment Summary
Expected- It should reduce as per customization

As per the discussion this in not an issue this is working as per the customization .
In Reduction schedule tab Base age reduction schedule flag is set to Age at Date of birth in current year and employee date of birth is 06/01/1952 (mm/dd/yyy) and as per the above rule employees age at 1/1/2017 is considered as per age at birthday in current (06/1/2017) year is 65 and reduction schedule is applied at age 65. So coverage that employee get is already reduced coverage that's why while reduction service run employee in not affected in that.
