Azure -> Import -> All Company -> Unwanted Validation firing on Browse Data File

Company - Barrow for hspl

1)Login with Partner
2)Select company
3)Template management ->Create import template
4) Manual Import/Export -> Don't select template.
5)Browse data file
6)Click on Import

Actual Result : System throws validation message for Template (Correct)
System throws validation for data file (Incorrect) though its mandatory but file is browsed.

Expected : System must throws validation message for only template as its mandatory and not selected.
