Forms do not reflect in 'Additional Form' menu untill they are saved.

LB : observed on multiple companies
Though forms are visible in employee flow and in admin login under 'Additional Form' menu while managing employee, they do not reflect in employee login under 'Additional Form' menu until eligibility criteria and form saved again. PFA screen shots.

This issue can be reproduced with below steps :

In partner login :
1. Open a form from pre-board tour and uncheck 'Add form in Menu' and save it.
2. Now, check 'Add form in Menu' and save it.

In employee login :
1. Login as employee and go to dashboard.
2. In menu >> additional form, check whether above form is listed or not.

Actual results: It is not visible.

Expected results : It should be visible.
