We have done the code changes for the specified issue.
RoundUpCost() function Script is missing form WORKTERRAShared.js file.
Please test once deployed on code map.

through employee login — HSA plan
through partner login — HSA Plan

Working fine as expected
This issue has been verified on Pre-Production through Partner and Employee Login. Working as expected.
HSA plans is showing validation message for exceed amount and Enroll now button not working in case user enter Exceed amount.
