Add Document button was enable even though there is no any enrollment mode available.

Change : Add Document button should be disable if no enrollment mode available for that particular employee. And message box will display.

Issue:
No mode eligible to employee.
Refer attached screen shot:
still it shows "Open enrollment mode" on uplaod document page.
On enroll page it shows message as "Currently you do not have an Event open in order to change your benefits. Do you want to initiate a Qualifying Event."
