This jira is related to NF-5491. As per discussion with Shaikh Ateeque, the implementation of Rule engine is different from other pages and has several conditions. So, this will be better if one the Export related team member implement the same. So, cloning the parent jira.

The Event builder changes will be taken care in parent jira. This jira is only for Teplate Management > Rule Engine

Concern : Additional Eligibility | Able to Save blank data if Enrolled In sub Plan is not available | For Rule Engine
Cause : validation for blank data field was not provided when drop-down list is empty.
Correction : added the validation for field now the proper validation message will be displayed for blank data and will not be Able to Save blank data .

The issue of blank criteria is implemented and verified on Codemap and working as expected. The criteria is not getting aved untill condition is added. Validation message is displayed.

So, making jira ready for pre-prod.
