This may not be an issue as flex plans are carry forward to next year and they will come in workflow that's why Enroll Now screen will appears once after you select I don't want to make changes.

Concern : After selecting I don't want to make changes still Enroll Now pages are appearing in Passive work flow.
Cause : Issue occurs due to Missing condition for the Passive workflow.
Correction : Added condition for the Passive workflow.

Verified on codemap.
On enroll now page, after clicking on "I don't want to make changes" page redirects to Beneficiary page-Pass
after clicking on "I want make changes" redirects to Your Eligible Benefits page-Pass
Working properly.
