EDS Page --> Initiate Qualifying Event during Open Enrollment --> Yes
Admin Users --> Allow Company Admin Workflow --> Yes

I've checked this this issue for For QA-CHMC-Azure on codemap. I am not able to reproduce this issue.
Please verify this issue at your side and reject the ticket.

Hi Rohan J Khandave,

We have verified this issue and found that this is related to NF-4921, so assigning the ticket to you.

Please find the below steps to reproduce this issue:
1. Employee Login -> OE mode with passive workflow
2. Go to Employee Elections page -> Click on 'I want to make changes'
3. Select any 3 to 4 plans(Eligible Benefits) -> Enroll into those plans
4. Visit again on Employee Elections page
5. Click on 'I do not want to make changes' -> getting server error

Note: If you don't get any server error then repeat steps 2 to 5 with different combination of plans (Eligible Benefits) until you will get any server error.

Please find bellow 3c's for the JIRA:
Concern : OE mode passive workflow after selecting I want to make changes and enroll in plans and again go back to I don't want to make changes server error occurs
Cause : Issue occurs due to miss-mach occurs in workflow count and after selecting I don't to make change still it travels to Enroll now page because of that server error occurs.
Correction : Added condition for the Passive workflow and make changes in workflow count on Back button as well.
