Issue:
In testing via admin only, this NEW HIRE (Test Test) received both a 1/1/2018 Open Enrollment window and a 1/1/2018 New Hire window.
How it should work:
New hires effective 1/1/2018 should not get two windows with the same effective date.

Hi Deborah Mascot,
As per above comments NEW HIRE received both a 1/1/2018 Open Enrollment window and a 1/1/2018 New Hire window this is because in company info page on table New hire rule customization.
In New Hire Tab Ignore new hire during open enrollment is set to No

Hi Vijayendra Shinde,
We are able to reproduce mentioned issue on Pre production. The mentioned employee is getting NewHire and Open Enrollment mode with same effective date:
Please note The only change we have made to reproduce the issue is - "Open Enrollment Effective Date Rule" from Company Information page was set to "Next Year" we changed it to Current Year.
Please note we have reverted the change and again set it to "Next Year".
