      Description

      Showing Message as User ID already exists even if there are no Admin Users added

      Steps to Repro

      1) Delete all admin users
      2) Add All details in Add admin users form
      3) Click on Save

      Result : Showing Message as User ID already exists (PFA screenshot below)
