For "Merced County" company enrollment links are not configured, due to this links are not available on widget.
This is configuration related issue.
So rejecting this issue.

For "Merced County" company enrollment links are not configured, due to this links are not available on widget.
Please follow below steps to configure enrollment links:
1) Login as 'Partner' into system and select company for which Enrollment links needs to be configured.
2) Go to Company Settings -> Configure Site
3) In "Employee Homepage & Enroll Now" tab configure links to be available in widget and save the configuration.
4) Then search for employee and go to "Employee Dashboard".
