Incorrect Issuing Authority code sending to E-verify

Step:-
1.Login to application using partner credential
2.Add new employee.
3.Log out from application.
4.Log in to application using employee credentail.
5.Complete tour and fill I9 form.
6.Log out from application.
7.Log in to application using partner credential
8.Select company
9.Navigate to OnBoard > I9 approval status
10.Search employee
11.Click on Action Icon
12.It open Form I-9 Employment Eligibility Verification pop up
13.Click on Approve
14.It redirect to next page.
15.Select List B and C from document title.
16.Select "Driving Licence or ID card issued by State" and select Issuing Authority - NY
17.Fill all mandatory details and click on Submit to E verify

Actual - E-verify return Issuing Authority code is invalid

Expected - We have to send correct Issuing Authority code
