User is unable to create new rules on global Eligibility Rules Page.

Steps To Reproduce Issue
1. Log in to the application and navigate to the Ben Admin Module for the company.
2. Navigate to the 'Eligibility Rules' page from the left menu.
3. On the Eligibility Rules page, click the Add New button to add a new rule.
4. Enter details for the new rule and click on Save button.

Expected Result: Rule should be saved if unique and success message should be shown
OR
Message should be displayed indicating rule is a duplicate of existing rule in the system.

Actual Result: No message is shown to the user and also the rule is not saved in the application.
( Application log files also do not show any error after clicking the save button )
