SA Utility and WT Utility -Enrollment Rollover.
-Added "Effective Date" as input text-box for rollover.
-Same plan rollover possible.
SA utility be provided that will take the plan and begin date as input and roll over the elections so that the earliest enrollment effective date as the provided “begin date”.

Tested this enhancement on Stage. Enrollments rollover being done correctly with the effective date that we manually enter. Also verified this through DB.

This is tested on Production. One issue observed during testing - Logged ST-385 for same.
Rest functionality is working as expected.
Assigning JIRA to Amruta till related issue gets fixed.
Logged bug will be taken separately. Let this ticket be tested & verified on production.
