I have verified the reported issue on Azure environment and found that the
Eligibility Rules summary tab "Search Functionality" is working properly / correctly on Azure environment.

Verified through View Summary tab of Form Library, Employee Home Page (Site Branding), Form Builder and Generic Eligibility Rules tab.

Kindly verify once at your end and do let me know in case of any concern.
