Ability to add an event that pends even when being done by the Employer

      Description

      (right now the only way for an admin activity to pend is for them to log in as the employee)
      Currently, election or other items go for pending only from employee and company admin login. There is no option for partners to pend the items. Need to give option so partners can also pend the items. This will reduce support ticket.
