While analyzing the issue, we found that in ACA Customization->EIN mapping, two records were there for same EIN but different eligibility rule. Out of these two,only one is in use.
As there were two EIN set, EIN change code, deleted these employees as they satisfy both EIN rules.
If there would have been a report for other rule,these employees would have come in that report.
We have excluded the unused EIN and re-run the report. Due to removal of unused EIN, around 150 employees have been added in the latest run.Also due to EIN change some of the employee codes have been changed too.

The mentioned employee is present in the latest run.
