We have encountered such scenario first time for business rules '1094C-038-03' & '1094C-041-02'.
In US Shale - 'Ritter 1094-C' report, 'Minimum Essential Coverage offer Indicator' is neither marked 'YES' nor 'NO' for
Feb, Mar, Apr, May, June and Dec month because Total Employee Count for ALE Member and full time employee count is 0.
As per current system implementation, if 'Total Employee Count for ALE Member' and 'full time employee count' is 0 for a month, then system does not
mark anything on Minimum Essential Coverage offer Indicator on 1094-C report.
As per our understanding, we think if Total Employee Count for ALE Member and full time employee count is 0 for a month
then 'Minimum Essential Coverage offer Indicator' should not get marked.
However we have marked 'Minimum Essential Coverage offer Indicator' for those months from '1094-C Correction Screen'.
We have rerun 'Ritter 1094C' report. Please refer latest run '3/27/2018 3:14:05 AM' for your verification. If it is applicable, please finalize 1094-C report and generate IRS submission.
