Please help us or provide inputs to repro this issue.

This issue is getting reproduced and it is Braking functionality of wt-9635 please follow below steps and customization to reproduced it.
Plan customization
(enrollment allowed for EE = NO | enrollment allowed for CH and SP = Yes).

1]Employee enrolled in to the Parent plan with effective date 01/01/2017 either UI or Import as child plan is forced contingent.
Spouse and child enrolled in to the child plan with effective date 01/01/2017

2]Again If we do import for parent plan with 07/01/2017 then Import is getting failed.

But enrollment done in parent plan with Effective date 07/01/2017
But child plan it showing Effective date 01/01/2017
Syatem behavior is not correct in this scenario

I have solved the error that you were getting. Following are the 3c's.

Concern : Object reference not set to an instance of an object.

Cause : Error during closing the datareader.

Correction : Applied check using if condition.

Import failed related issue is solved and when i am verifying actual issue which is related to this issue WT-9635. This issue is implemented recently for enrollment.

Customization of plan is below:

When we done fresh Election import for parent plan then contingent plan is enrolled with proper coverage and it showing on Enroll now screen

But on view enrollment summary and confirmation statement it is not showing
