ACA - Hour Tracking report questions

      Description

      Working with Solomon Page on ACA they will be loading hours into WORKTERRA for ACA Hours Tracking. When reviewing the ACA reporting a few questions came up. Please help advise on the following questions.

      1. In stage (Solomon Page) I created a Lookback report putting the start and end date on the lookback report as the same dates used in the measurement period and when i ran the report i see some employees pulled out. My question is why would my test employees pull out? I didn't put any hours for them when I added them and there have been no loads for hours since March. How does the report know that these employees are 40 hours? See screen shot 1 attached for reference.

      2. On the FTE estimator report, in the bar graph how does WORKTERRA know what category to put the employee in? What determines that an employee is Full Time, Part Time, FTEs and Employees(s) in range? Screen shot shot 2 attached for reference.

      3. In addition to question #2 above can the FTE estimator report help identify who has dropped below 20 hours? If so what type in the bar graph would be clicked on to show the employees who have dropped below the hours?

      4. When someone has meet their ACA hours, within the ACA setup, is there an approval process the client has to go through to ok and allow the employee to enroll in Medical ACA plan offerings? Because the employee has met their ACA hours does WORKTERRA just automatically open a QE to allow them to enroll in the now offered Medical plan? My thought is that the employer has to change the employees class to then an eligible class value to allow enrollment which then an event build would help open up the enrollment tunnel.

          Q.1.           Ans: Test employees displayed on Look back report because the 'Employee type' on demographics page are not selected for those employees and if employee type is not selected then system will by default considers these employees as full time hence 40 hours are displayed for them on report.

          Q.2. On the FTE estimator report, in the bar graph how does WORKTERRA know what category to put the employee in? What determines that an employee is Full Time, Part Time, FTEs and Employees(s) in range? Screen shot shot 2 attached for reference.

          Ans: All these calculations are based on stable working hours. Stable working hours of an employee will determines whether he will fall in Full time, Part Time and FTE's. For this we need to define 'Full Time Employee Working Hours' & 'Range for FTE working hours on FTE estimator' page for given specific date range.
          If we define Full Time Employee Working Hours = 30 Hrs & Range for FTE working hours = 25 to 29 Hrs then

          Full Time: It displays employees who has completed more than or equal to 30 stable working hours per week for those employees for whom 'Employee type' on demographics page is not selected or its 'Full time'.
          Part Time:It displays Employees who has completed less than or equal 25 stable working hours per week for those employees for whom 'Employee type' on demographics page is selected as 'Part time'
          FTEs bar: It displays Employees who has completed more than or equal to 25 hrs and less than 29 stable working hrs and 'Employee type' on demographics page is selected as 'Part Time'.

          Q.3. In addition to question #2 above can the FTE estimator report help identify who has dropped below 20 hours? If so what type in the bar graph would be clicked on to show the employees who have dropped below the hours?
          Ans: For such employees who has dropped below 20 hrs we need to filter out Look back report by downloading it in excel. We don't need to click anything else.

          Q.4. When someone has meet their ACA hours, within the ACA setup, is there an approval process the client has to go through to ok and allow the employee to enroll in Medical ACA plan offerings? Because the employee has met their ACA hours does WORKTERRA just automatically open a QE to allow them to enroll in the now offered Medical plan? My thought is that the employer has to change the employees class to then an eligible class value to allow enrollment which then an event build would help open up the enrollment tunnel.

          Ans: Yes , Workterra system can handle same. we can configure event in event builder. If someone has meet their ACA hours criteria then automatically event will get generated. We need to set an additional eligibility criteria depending on Full time and part time stable working hour. Workterra system has a mid night service to check employees stable working hour. If employee satisfies additional eligibility criteria then QE will get generated for that employee automatically. With that event employee will traverse a QE work flow to enroll in offered medical plan. Event builder feature can also send emails to eligible employees.

          Q.5. High level question: What is the Look back report used for?
          Ans: Look back report used to check stable working hours and demographics data for an employees in given specific date range.

          Q.6. High level question: What is the FTE estimator report used for?
          Ans: FTE estimator helps employer to get an idea about employee's stable working hours in provided date range.
          If we define Full Time Employee Working Hours = 30 Hrs & Range for FTE working hours = 25 to 29 Hrs then
          Full Time : It displays employees who has completed more than or equal to 30 working hours per week and employee type is not selected or Full time
          Part Time : Employees who has completed less than or equal 25 working hours per week and employee type on demographics
          page is not selected or Part time
          FTEs : Employees who has completed more than 25 hrs and less than 29 hrs and employee type on demographics page is
          selected as Part Time

          7. Can we add Class value fields on the FTE estimator report?
          Ans:For adding class value field, we can use Eligibility Trends report [Navigational path: Home >> Company Home>>BenAdmin Home >> BenAdmin Company Home >> ACA >> ACA Analytics >> Eligibility Trends]. In this report we can add class value. The Eligibility trend will display different trends of employee's working hour pattern including Full Time, Confirmed Eligible, Trending Eligible, Trending Ineligible with Low Medium and High Distribution. We can select standard population by selecting existing classes but we can not add new Class value on FTE estimator..

          When reviewing I ended up having an additional question.

          Q. On the lookback report the "Employee Stable working hours"; is that an average based on the hours loaded for the employee for the date range that is set on the report being pulled? And the average hours starts the calculation from the date of hire of the employee, correct?

          I ask because if someone is hired 7/31/2017 and the lookback report that gets pulled is using 7/1/2017-7/31/2017 date range the test employee pulls out 40 hours and I understand that since there are no hours for the test employee loaded the Employment Type is Full Time automatically HOWEVER if the employee gets hired 7/31 then the file comes in as 8 hours for 7/31 the lookback report would then show 8 hours not 40, correct?

          Please find below explanation for mentioned query.

          As per current implementation of system, in case of New hire stable working hours of an
          employee gets calculated depending on employee type which is set on demographics page.
          If employee is new hire, then during limited assisment period employee gets 1H-2D codes.

          Just for reference,

          1H. No offer of coverage (you were NOT offered any health coverage or you were offered coverage
          that is NOT minimum essential coverage).

          2D. Employee in a section 4980H(b) Limited Non-Assessment Period. Enter code 2D for any month during which an employee is in a section 4980H(b) Limited Non-Assessment Period. If an employee is in an initial measurement period, enter code 2D (employee in a section 4980H(b) Limited Non-Assessment Period) for the month.
