Plan design health tier mapping -> On click of date from date picker system always shows apply pop pup

Company - FDU

1)Login with partner
2)company -> BenAdmin
3)Plan design health tier mapping ->select plan design
4)select plan design health tier mapping name
5)if there is no health tier mapping name, create new
6)Select date from date picker
7)on selection of date system shows pop of of "Do you want to apply this policy number to all tiers"
8)Same problem exists for newly created mapping name also

Expected :
System must not show pop on selection date from date picker
