Checked with team and its confirmed that we can do it.

High level tasks are like below :-
1. If OE is on and "Allow Company Admin Qualifying event Workflow” is marked as YES---Admin can do workflow
2. Only Enrollers admin account will be able to do workflow.

Please let us know the priority to start analysis and finding efforts required to complete this change.

Also we would like to schedule a call with you on Wednesday before starting this task. Let us know the timing for call.
