Core plan Not terminated when Election done in Future date

Steps to reproduced:
OE date 08/01 to 08/30 Effective date 09/01/2017
Fiscal year date: 01/17 to 12/17
core plan with effective date 01/01/2017 to NULL

Added new employee with effective date 08/01/2017
Employee get New hire and OE Effective date 09/01/2017 as per OE and new hire Rule
Employee auto enrolled in to the core plan with Effective date 09/01/2017

Change plan termination date as 08/18/2017 retro.
Cross check on Enroll now screen core plan is on going with 09/01/2017
also change EDS data still it is showing on going.

Expected result : core plan should be dead in this scenario
