Tour builder page loads in Preview Panel if no step included.

      Description

      While creating a tour, if no step included and Preview Tour selected, after message 'Tour Not Created.Create Tour for Preview', the tour builder page it self loads into preview panel. Here, the functionality also works inside the panel too.
