Company under test - Symphony for HSPL
1] Login as a employee to the application.
2] While traversing New Hire flow, click on "Enroll" button for TexasLife plan without selecting coverage.
Actual Result:
Employee redirects to TexasLife SSO window
Expected Result:
Employee should not get redirected to TexasLife SSO window without selecting coverage.
(It should be mandatory to select Employee Coverage or spouse Coverage or child coverage with Coverage amount 0)

Its not mandatory.
If none of drop-down is selected then Employee info will be sent default.
and If employee wants to enroll any of his dependent then only he is need to select drop down.
Please note in any scenario Employee Information will always sent to Texas and will be displayed on TexasLife Dashboard.
Its by design.
