OE Dashboard has malformed OE Effective Date

      Description

      Example company: Yuba City
      On company info OE effective date rule is as follows.

      And on the OE dashboard, OE effective date is shown as 01/01/0001

      The OE effective date is used to drive the end of the blackout period.

            Hi Abhay,

            This is already reported under WT-11261 and will get deployed into production in next scheduled patch.

            This is happened when there is no OE configured on company level so there is no OE effective date and system is updating as 01/01/0001.

            We need not to worry on this as we do not look OE effective date stored in dashboard for blackout period handling, we always get it from companyinfo ( both are actually same )
            and if particular template is processing for blackout period then it will not have 01/01/0001
            as it must have OE dates configured and this issue will occur if no OE is configured. Thanks.
