While opening categories,occuring PAGE NOT FOUND error

      Description

      Steps to repro->
      1.Click on Template management
      2.Select Template
      3.Click on Notes
      4.Click on add new Categories
      5.Add File
      7.Click on that File without uploading

      Actual result :-Occuring error for first time when file gets open as shown in attachment

      Expected result :- It should not give error

            Concern : WT-11558 While opening categories,occurring PAGE NOT FOUND error.WT-9319 is reopened on LB.
            Cause : ActionLink is used for category name due to which causing issue.
            Correction : Instead of ActionLink now we have used label.(because we are not navigating anywhere)
            Affected Areas : Any Company-->Template Management>Notes->Add New Categories
