Sort button is given for checkbox and not for categories

Steps to repro->
1.Click on Template management
2.Select Template
3.Click on Notes
4.Click on add new Categories
5.Add File
6.Click on browse-Select file
7.Click on upload
8.Repeat all steps and create 2 to 3 categories

Actual results:-Sort button is given for checkbox and not for categories Please check attachment

Expected results:-It should be given properly for categories.
