Verified all attached scenarios on LB
1]Add new rate with Value 10-10, 20-20, 30-30
2]Create a new plan
3]Verfied rate plan mapping
4]Add new employee cross verified by enrolling in the plan
5]Clone substrate within the same rate
6]Clone substrate with other rates.
7]Delete Substrate

all above scenarios working fine
