ACA - Download is not working for the reports from IRS Submission which were created previously

      Description

      1] Log to wt-stage using partner
      2] Search and select 'City of Redding Prod 02082016' company
      3] go to BenAdmin -> Reports -> Static Reports -> IRS Submission
      4] Edit "Selitestthree Scenario Three" recrods
      5] Click on download link from record with run date '3/4/2016 4:27:06 PM'

      Actual Result - It does not download the recports
      Expected Result - It should download without problem

            Verified on LB, working fine.
            Now download is working fine for the XML created previously. As UI submission is yet not deployed on stage put this ticket on hold.
