ACA - Download is not working for the reports from IRS Submission which were created previously

      Description

      1] Log to wt-stage using partner
      2] Search and select 'City of Redding Prod 02082016' company
      3] go to BenAdmin -> Reports -> Static Reports -> IRS Submission
      4] Edit "Selitestthree Scenario Three" recrods
      5] Click on download link from record with run date '3/4/2016 4:27:06 PM'

      Actual Result - It does not download the recports
      Expected Result - It should download without problem
