Application does not display send request in tabular format if IRS report is not saved

      Description

      Step:-
      1.Login to application
      2.Navigate to BenAdmin > Reports > Static Report
      3.Clicked on Add IRS Submission
      4.Fill all mandatory data and clicked on Submit A2A
      5.Application display request sent

      Actual - Application did not display Receipt ID in UI

      Expected - Application should save the IRS form and populate request ID in UI
