For blank Name , EIN & Transmitter Name field application though server error

      Description

      Step:-
      1.Login to application
      2.Navigate to BenAdmin > Reports > Static report > IRS Submission
      3.Clicked on Add IRS Submission
      4.Keep Name field blank and don't select EIN (Employer Identification Number) & Transmitter Name , fill other details and clicked on Submit A2A.

      Actual - Application through server error

      Expected - Application should prompt alert message
