ACA-UI submission-Need to remove validation while adding receipt Id.

      Description

      1.Login to LB.
      2.Edit company say "Worktest two".
      3.Navigate to BenAdmin Home >> BenAdmin Company Home >> ACA >> IRS Submission
      4.Edit existing submission for UI channel.
      5.Verify submission
      6.Submit the transmission and add generated receipt id 1095C-16-00021104 to corresponding submission.
      7.Click on SAVE.

      Actual: System displayed validation message as 'Receipt Id is Invalid'.
      Expected: System should accept the Receipt Id as Tax year: 2015 and Tax processing year: 2016
