Expecting Result as : Should Populate both submissions xml elements.
Actual Result : Only populating Submission id-1's elements.

Verified on LB, working fine.
For 1094/5C we have customized wrongly, But it creates correct submission ID and record ID.
For 1094/5B we have verified and it includes all the submissions in XML.
