"No Record Found" when we had download Error Report from Workterra

      Description

      Step:-
      1.Login to Workterra
      2.navigate to BenAdmin > Static Report > IRS Submission
      3.Edit "ScenarioSix" UI Submission(Compnay on LB - City of Redding Prod 02082016)
      4.Click on Download Error Report

      Actual- No Record found message displayed on screen

      Expected - It should display error record
