ACA - correction of one 1094C in multiple submission payee count is not matching with manifest

Prerequisite -
3 1095C reports are created and finalized
3 1094C reports are created and finalized (one 1094C report is authoritative transmittal) (Report names are 1094C QQ - Second Run, 1094CRR - Secont Run, 1094C PP - Second Run Auth)
For authoritative transmittal 1094C Part III section d is not marked but line 21 is marked
UI Submission is created (Submission Name - Use Case Accepted with errors Scenario )
Submit the xml file to IRS
Status of submission is accepted with error
upload ACK file against "Use Case Accepted with errors Scenario"

Steps -
Log in to LB
do the corrections to "1094C PP - Second Run Auth" (mark section d from "ACA 1094C Parameters" page)
rerun 1094C by selecting correction form type
finalize the run
go to IRS Submission and edit "Use Case Accepted with errors Scenario"
select "Transmission Type" as IRS Correction
click on Verify submission data

actual result - TotalPayeeRecordCnt in manifest and request file are different, refer attachments.
expected result - It should be same on manifest and request file
