ACA - UI submission Correction does not allow IRS and Users identified correction in single transmission

      Prerequisite
      1] 1095 and 1094 reports are created and are finalized
      2] UI submission is created for above IRS reports
      3] Its transmitted to IRS and status for above transmission is Accepted with Error
      4] update status and ACK file in workterra

      Steps
      1] Log in to workterra
      2] select company
      3] do the corrections in IRS reports given by IRS (But we are not able to do same changes for user identified issues)
      4] Go to UI Submission reports
      5] Edit UI submission for IRS reports created in prerequisite

      Actual result - It does not allow to select IRS as well user corrections on reports
      expected result - It should allow for IRS and User identified corrections

            I have completed this task but pending for unit testing that will be done once WT-2240 task is completed.

            Verified on LB, working fine.

            Now system allows user to do user as well IRS identified error in single transmission.

            Verified on production, working fine.
            Now system allows user to do user as well IRS identified correction in single transmission.
            It generates XML without XSD validations errors, As IRS login is disabled we are not able to verify it by uploading it to IRS.
