ACA: UI SUBMISSION- There is not allowing to select 'T' or 'P' as Submission Type.

      Description

      Steps:

      1. Go IRS Submission Page
      2. Add new Customization
      3. Save customization by Submission Type as P
      4. On Save will display the Customization Listing page
      5. Click on it which is newly created customization.
      6. Try to modify submission type as T
      Expected : Should allow to select Submission Type as T (as Trasmission list is empty)
      Actual : Is in disabled mode to select.

      Note : When there are not yet any transmissions generated should allow to modify to user anything in the customization.
